To thoroughly implement the important directives of President Xi Jinping on emergency management and national energy security and further strengthen regional emergency coordination capabilities, the 2026 State Grid Northeast Regional Emergency Response Team Joint Training Program and Flood Control Emergency Drill was successfully held in Tongliao, Inner Mongolia, on June 17. Organized by the State Grid Northeast Branch, the event brought together emergency response teams from across the region to enhance coordination and practical response capabilities. The exercise simulated extreme disaster scenarios in which heavy rainfall and strong winds triggered widespread flooding across river basins, resulting in severe damage to power infrastructure and causing large-scale outages of electricity, transportation access, and communications. The drill served as a comprehensive test of emergency response capabilities and multi-agency coordination under complex disaster conditions.
One of the key exercise scenarios focused on the rapid deployment of an emergency communication network. The forward command center utilized HuimingJie’s Broadband Ad Hoc Network Handheld Devices, Broadband Ad Hoc Network Relay Equipment, Tethered Ad Hoc Network UAV, and Surveillance and Conferencing All-in-One Terminal to establish an integrated communication architecture combining frontline data collection, relay-based signal extension, aerial high-altitude networking, and centralized command and dispatch.
This network architecture enabled the rapid establishment of a communication network covering a radius of approximately ten kilometers around the forward command center. It provided stable communication support for emergency communication vehicles, UAVs, robotic dogs, and other field equipment, enabling real-time video acquisition and transmission from disaster sites. The system also ensured seamless communication between the rear command headquarters, the forward command center, and frontline response teams. Through integration with a portable satellite communication station, the exercise successfully established a comprehensive air-ground-satellite emergency communication system.
HuimingJie’s Tethered Ad Hoc Network UAV features dual operational modes. In tethered mode, it can serve as both a communication relay UAV and an aerial lighting platform. In free-flight mode, it can be deployed as a reconnaissance UAV to conduct disaster assessment and site investigation missions. The platform supports payloads of up to 10 kg and is capable of performing integrated reconnaissance and firefighting operations.
