Forest fires are among the world’s eight major natural disasters. They are sudden, highly destructive, dangerous, and extremely difficult to handle, posing serious threats to people’s lives and property, forest resources, and even ecological security. Forest fire prevention is a fundamental guarantee for ecological civilization, a primary task in forest resource protection, and an important part of national emergency management. It is closely related to national ecological security, the safety of people’s lives and property, forest resource protection, and the development of an integrated “mountains, rivers, forests, farmland, lakes, and life” ecological system.

This project built three sets of airborne mobile platform emergency communication systems. The system combines a multi-rotor UAV with an integrated tethered cable, enabling dual-use operation and MANET capability. In tethered mode, the platform can be used for forest fire rescue, fixed high-altitude reconnaissance, nighttime illumination, emergency drills, and other tasks. With long-endurance hovering capability, it can serve as a radio relay, video transmission relay, and real-time video monitoring platform. In tethered mode, the flight altitude is greater than 100 m and the endurance exceeds 24 hours. In cruising mode, it can support long-distance aerial patrol and reconnaissance, supply delivery, fire prevention publicity, and other missions. The platform can carry three mission payloads simultaneously, such as a dual-sensor pod, loudspeaker, and payload release device. In cruising mode, the flight altitude is greater than 1000 m and the endurance exceeds 60 minutes. Video collected by the mobile platform can be transmitted in real time to the UAV management platform at the command center through the data acquisition terminal.
Through this project, the Forestry Bureau has improved its on-site command capability for handling various emergencies and special operations. The system can provide long-endurance high-altitude relay support for radios, MANET equipment, and other communication devices, extending their communication range. It also provides direct real-time images and data for on-site command, as well as fast and efficient audio-video communication support for emergency command and dispatch, raising practical emergency command capability to a new level.
