Changshu Municipal Bureau of Agriculture and Rural Affairs first used self networking UAVs to carry out fishery law enforcement
Time:2022-08-20

Recently, the technical protection facilities and equipment ordered by Changshu Municipal Bureau of Agriculture and Rural Affairs were put into use after being tested to be qualified, which can effectively solve the problems of many blind spots in fishery law enforcement and difficult to obtain evidence. This system has become another "weapon" in fishery management in the Yangtze River. Changshu Bureau of Agriculture and Rural Affairs has completed the construction of the technical protection system against fishing in the Yangtze River basin. The project includes one set of self organizing network UAV equipment, one set of ship borne self organizing network base station equipment, three sets of shore fixed self organizing network base station equipment, and one set of self organizing network management and scheduling software, which can realize the integrated inspection and monitoring of air, land and water, and make illegal fishing no place to hide.

In the fishery law enforcement, Changshu is the first project to realize the coverage of water area ad hoc network private network, make the ad hoc network UAV and law enforcement ship independent of the public network, realize the real-time image information retrieval and two-way communication function, and realize the automatic line patrol function of the ad hoc network UAV. The ad hoc network private network communication system realizes the front-end ad hoc network UAV, law enforcement ship and fixed base station to realize the same frequency network without center; All communication equipment can manage the scheduling of audio and video information on a management platform.

The system application topology is shown in the following figure:

"It is not easy to obtain evidence for law enforcement by traditional driving and cruising out of the boat. Law enforcement by driving is limited by the shooting distance. Law enforcement by speedboat is easy to scare the snake. Illegal fishermen run away or hide when they hear the sound of speedboats. Using law enforcement ad hoc drones, they can look down from high altitude, and can take photos of waters that are not convenient for law enforcement personnel to view and cannot be touched by the field of vision, so as to conduct a comprehensive and close observation, which is effective It makes up for the shortage of manpower in fishery law enforcement and greatly improves the efficiency of law enforcement. The ad hoc network UAV has the advantages of location tracking, long endurance, etc. It also has the night vision function. It can take clear pictures during the day and night, and transmit the collected pictures and video information to the law enforcement ship and Changshu Agricultural and Rural Bureau in real time through the ad hoc network, so that the ground law enforcement personnel can timely enforce the law. In the process of law enforcement, it is possible to take photos and collect evidence through an ad hoc network UAV, cooperate with the law enforcement by land and water, and then punish the violators. In case of escape or failure to cooperate, the violators can be brought to justice according to the photos taken for evidence collection.

This time, the deployment and use of UAVs also means that Changshu's fishery law enforcement will achieve a three-dimensional model of water, land and air, which will solve the problems of many blind spots in fishery law enforcement and difficulty in obtaining evidence. Next, the fishery law enforcement team of Changshu Municipal Bureau of Agriculture and Rural Affairs will conduct regular high-altitude patrol law enforcement with self organizing drones, cooperate with ground and surface patrol law enforcement, increase the efforts to ban catching, and ensure that the Yangtze River ban on catching is comprehensively promoted.
